A haphazard foreign policy makes a complicated world more dangerous.

On Tuesday retired Gen. James Mattis, former head of U.S. Central Command (2010-13) told the Senate Armed Services Committee of his unhappiness at the current conduct of U.S. foreign policy. He said the U.S. is not “adapting to changed circumstances” in the Mideast and must “come out now from our reactive crouch.” Washington needs a “refreshed national strategy”; the White House needs to stop being consumed by specific, daily occurrences that leave it “reacting” to events as if they were isolated and unconnected. He suggested deep bumbling: “Notifying the enemy in advance of our withdrawal dates” and declaring “certain capabilities” off the table is no way to operate.

Sitting beside him was Gen. Jack Keane, also a respected retired four-star, and a former Army vice chief of staff, who said al Qaeda has “grown fourfold in the last five years” and is “beginning to dominate multiple countries.” He called radical Islam “the major security challenge of our generation” and said we are failing to meet it.

The same day the generals testified, Kimberly Dozier of the Daily Beast reported that Lt. Gen. Michael Flynn, a retired director of the Defense Intelligence Agency, had told a Washington conference: “You cannot defeat an enemy you do not admit exists.” The audience of military and intelligence professionals applauded. Officials, he continued, are “paralyzed” by the complexity of the problems connected to militant Islam, and so do little, reasoning that “passivity is less likely to provoke our enemies.”

These statements come on the heels of the criticisms from President Obama’s own former secretaries of defense. Robert Gates, in “Duty,” published in January 2014, wrote of a White House-centric foreign policy developed by aides and staffers who are too green or too merely political. One day in a meeting the thought occurred that Mr. Obama “doesn’t trust” the military, “doesn’t believe in his own strategy, and doesn’t consider the war to be his.” That’s pretty damning. Leon Panetta , in his 2014 memoir, “Worthy Fights,” said Mr. Obama “avoids the battle, complains, and misses opportunities.”

No one thinks this administration is the A Team when it comes to foreign affairs, but this is unprecedented push-back from top military and intelligence players. They are fed up, they’re less afraid, they’re retired, and they’re speaking out. We are going to be seeing more of this kind of criticism, not less.

On Thursday came the testimony of three former secretaries of state, Henry Kissinger (1973-77), George Shultz (1982-89) and Madeleine Albrigh t (1997-2001). Senators asked them to think aloud about what America’s national-security strategy should be, what approaches are appropriate to the moment. It was good to hear serious, not-green, not-merely-political people give a sense of the big picture. Their comments formed a kind of bookend to the generals’ criticisms.

They seemed to be in agreement on these points:

We are living through a moment of monumental world change.

Old orders are collapsing while any new stability has yet to emerge.

When you’re in uncharted waters your boat must be strong.

If America attempts to disengage from this dangerous world it will only make all the turmoil worse.

Mr. Kissinger observed that in the Mideast, multiple upheavals are unfolding simultaneously—within states, between states, between ethnic and religious groups. Conflicts often merge and produce such a phenomenon as the Islamic State, which in the name of the caliphate is creating a power base to undo all existing patterns.

Mr. Shultz said we are seeing an attack on the state system and the rise of a “different view of how the world should work.” What’s concerning is “the scope of it.”

Mr. Kissinger: “We haven’t faced such diverse crises since the end of the Second World War.” The U.S. is in “a paradoxical situation” in that “by any standard of national capacity . . . we can shape international relations,” but the complexity of the present moment is daunting. The Cold War was more dangerous, but the world we face now is more complicated.

How to proceed in creating a helpful and constructive U.S. posture?

Mr. Shultz said his attitude when secretary of state was, “If you want me in on the landing, include me in the takeoff.” Communication and consensus building between the administration and Congress is key. He added: “The government seems to have forgotten about the idea of ‘execution.’ ” It’s not enough that you say something, you have to do it, make all the pieces work.

When you make a decision, he went on, “stick with it.” Be careful with words. Never make a threat or draw a line you can’t or won’t make good on.

In negotiations, don’t waste time wondering what the other side will accept, keep your eye on what you can and work from there.

Keep the U.S. military strong, peerless, pertinent to current challenges.

Proceed to negotiations with your agenda clear and your strength unquestionable.

Mr. Kissinger: “In our national experience . . . we have trouble doing a national strategy” because we have been secure behind two big oceans. We see ourselves as a people who respond to immediate, specific challenges and then go home. But foreign policy today is not a series of discrete events, it is a question of continuous strategy in the world.

America plays the role of “stabilizer.” But it must agree on its vision before it can move forward on making it reality. There are questions that we must as a nation answer:

As we look at the world, what is it we seek to prevent? What do we seek to achieve? What can we prevent or achieve only if supported by an alliance? What values do we seek to advance? “This will require public debate.”

All agreed the cost-cutting burdens and demands on defense spending forced by the sequester must be stopped. National defense “should have a strategy-driven budget, not a budget-driven strategy,” said Mr. Kissinger.

He added that in the five wars since World War II, the U.S. began with “great enthusiasm” and had “great national difficulty” in ending them. In the last two, “withdrawal became the principal definition of strategy.” We must avoid that in the future. “We have to know the objective at the start and develop a strategy to achieve it.”

Does the U.S. military have enough to do what we must do?

“It’s not adequate to deal with all the challenges I see,” said Mr. Kissinger, “or the commitments into which we may be moving.”

Sequestration is “legislative insanity,” said Mr. Shultz. “You have to get rid of it.”

Both made a point of warning against the proliferation of nuclear weapons, which Mr. Shultz called “those awful things.” The Hiroshima bomb, he said, was a plaything compared with the killing power of modern nuclear weapons. A nuclear device detonated in Washington would “wipe out” the area. Previous progress on and attention to nuclear proliferation has, he said, been “derailed.”

So we need a strategy, and maybe more than one. We need to know what we’re doing and why. After this week with the retired generals and the former secretaries, the message is: Awake. See the world’s facts as they are. Make a plan.

According to the Sunna, in addition to this [punishment] there is also banishment for a whole year. The slave, however, receives half of the mentioned [punishment]. And do not let any pity for them overcome you in God’s religion, that is to say, in [the fulfilment of] His rulings, by disregarding any part of their prescribed punishment, if you believe in God and the Last Day, namely, the Day of Resurrection: in this [statement] there is an incitement to [abide by] what was [mentioned] before the conditional [above] and it also constitutes the response to the latter, or [at least is] an indication of the response to it. And let their punishment, the flogging, be witnessed by a group of the believers — some say [that this should be a group of] three; some say four, as in the number of witnesses testifying to an act of fornication.

It appears that President Obama and his cadre of progressive socialist democrats are highly incensed that Israeli Prime Minister Benjamin Netanyahu was invited by House Speaker John Boehner to speak before a joint session of Congress without the prior knowledge and approval of either the White House or the State Department.

The White House’s outrage over Prime Minister Benjamin Netanyahu’s plan to speak before Congress in March — a move he failed to coordinate with the administration — began to seep through the diplomatic cracks on Friday, with officials telling Haaretz the Israeli leader had “spat” in President Barack Obama’s face.

“We thought we’ve seen everything,” the newspaper quoted an unnamed senior US official as saying. “But Bibi managed to surprise even us. “There are things you simply don’t do. He spat in our face publicly and that’s no way to behave. Netanyahu ought to remember that President Obama has a year and a half left to his presidency, and that there will be a price,” he said.

Officials in Washington said that the “chickenshit” epithet — with which an anonymous administration official branded Netanyahu several months ago — was mild compared to the language used in the White House when news of Netanyahu’s planned speech came in.

In his address the Israeli leader is expected to speak about stalled US-led nuclear negotiations with Iran, and to urge lawmakers to slap Tehran with a new round of tougher sanctions in order to force it to comply with international demands. 

Haaretz reported that Obama had personally demanded that Netanyahu tone down his pro-sanctions rhetoric in a phone call between the two last week. The president has said a sanctions bill would cripple negotiations with Iranian leaders at a critical stage, and has threatened to veto such a bill should it come through.

The Washington Post reported that Netanyahu’s apparent disrespect for the US leadership was particularly offensive to Secretary of State John Kerry, who over the past month had made frenzied efforts on Israel’s behalf on the world stage — making dozens of calls to world leaders to convince them to oppose a UN Security Council resolution which would have set a timeframe for the establishment of a Palestinian state. “The secretary’s patience is not infinite,” a source close to Kerry told the Post. “The bilateral relationship is unshakable. But playing politics with that relationship could blunt Secretary Kerry’s enthusiasm for being Israel’s primary defender.”

The White House said Thursday that Obama would not meet with Netanyahu when he travels to Washington, with a spokeswoman citing a “long-standing practice and principle” by which the president does not meet with heads of state or candidates in close proximity to their elections. Kerry will also not meet with Netanyahu.

Netanyahu will be in Washington in part for a March 3 address to a joint session of Congress. House Speaker John Boehner invited Netanyahu to speak to Congress without consulting the Obama administration.

  • There are open questions of President Obama’s loyalty to the United States and his support of radical Islamic issues.
  • President Obama appears to dislike the only major non-radical Islamic nation as well as its leader, Egypt’s President Abdel Fattah el-Sisi. The first Muslim of a major Islamic nation who called upon his nation’s most powerful Imams and spoke of the need for a religious revolution. The same el-Sisi who, as a general, led the military coup d'état that overthrew the Muslim Brotherhood who was trying to implement Sharia law as the law of the land, dissolve Egypt’s Parliament, and establish their leader as a “president for life” dictator.
  • President Obama continues to preach “Islam as a religion of peace” although both historic and current events prove otherwise. Even to the extent that Obama has invented MINOs (Muslims In Name Only) to separate the Islamic extremists and terrorists from the “peaceful Muslims.” Continuing to avoid using the term Islamic terrorism.
  • The truth is apparent: there is a religious war (involving ethnic cleansing) between the majority Sunnis and the minority Shia going on as a backdrop to terrorism. And, it is the mainstream Muslims (practicing a form of strict Saudi Whabbism) that are the terrorists – with the radicals (from a Muslim perspective) trying to reform the religion and bring about peace.
  • Netanyahu is facing an existential threat from an enemy sworn to eradicate his nation and his people – and like those who did not accept Hitler’s words as being indicative of his intentions – is taking the Iranians at their word and preparing for the worst.
  • Given Obama’s and Kerry’s handling of Iran – relaxing sanctions for a phony agreement and political talking point, Netanyahu cannot trust President Obama’s word or his intentions. Especially given his failure to stand up to President Assad in Syria after he allegedly crossed Obama’s red line.

The Narcissist-in-Chief, around whom the world revolves, looks like a petulant crybaby when he speaks of leadership in the presence of a real leader like Benjamin Netanyahu, a man with battlefield experience, demonstrated leadership skills and a love of his country. Valerie Jarrett, the puppet-master and the sycophantic advisers can tell Obama how fine his clothes look, but the rest of us – and the world – know he is standing there like a naked poseur. 

Obama lies, with impunity, to the American people on a regular basis and his Administration cannot be trusted with the safety and security of America and Americans, let alone be expected to stand by Israel in a Muslim-dominated region.

Until proven otherwise, it is my opinion that there are only two kinds of Muslims, those who would behead you and the more peaceful ones who would merely applaud the beheading.

It is an awful feeling when you can’t trust your country’s leadership to tell the truth and do the right thing at the right time.

I was in a Starbucks Coffee recently when my stomach started rumbling and I realized that I desperately needed to fart.  The place was packed, but the music was really loud so to get relief and reduce embarrassment I timed my farts to the beat of the music.  After a couple of songs I started to feel much better.  I finished my coffee and noticed that everyone was staring at me.  I  suddenly remembered that I was listening to my Ipod (with ear piece) - and how was your day?

Castillo testifies in the Mexican House of Representatives

MEXICO, D.F. (proceso.com.mx)..-- The former commissioner for the Security and Integral Development of Michoacan Alfredo Castillo declared that the former member of the Council of Self Defense Forces of Michoacan (Autodefensas), Jose Manuel Mireles, intended to take control of the entire country and after that, of Latin America.

Castillo insinuated that Mireles was left mentally impaired (trastornado): "I don't know whether the accident affected him". He also stated that the former spokesman for the Council of Self Defense Forces of Michoacan began to act on his own, without consulting with authorities.

In January of last year, Mireles suffered an airplane accident when he was traveling to El Zicuiran municipality. He was treated afterwards for craneoencephalic trauma. Currently, he is confined in the Tepic, Nayarit, penitentiary. 

In an interview with MVS News (MVS Noticias), Castillo denied he had plans to become the National Attorney General ("Fiscal"), but, he added, "I will do whatever the President of the Republic orders".

However, Castillo said he would prefer to take time off, since he has a one year and two months old daughter "that I want to care for, and she does not know me, I would like to recover time lost".

Castillo defended his performance during the year he was special commissioner: "I see a totally different Michoacan; it depends on the crystal you look through".

Yesterday, Secretary of the Interior (SEGOB), Miguel Angel Osorio Chong, announced that he had decided to remove Castillo from his position. He argued that the opposition had asked for removal of the official so that the upcoming elections would not be affected.

The Judge of the tenth District of Amparo in criminal matters for the Federal District accepted the jurisdiction to hear a guarantee trial promoted by the drug lord , Joaquin " El Chapo " Guzman Loera against his extradition to the United States of America.

The original demand was presented by the Attorneys of the ex leader of the Sinaloa cartel , before the Judge of the 16th district in Administrative Matters of the capital city of the country on Tuesday 20th of January, however the Court has declared itself incompetent to hear the matter which is of a criminal nature.

The written notes as an act , called for the Secretary of Foreign Affairs , among other authorities, trying to extradite " El Chapo " from the Federal Centre for Social Re-habillitation number one " Altiplano" in the Municipality of Almaoloya de Juarez, State of Mexico, to a different place that is internal and available to different district judges, and from there out of the country towards the United States of America via Mexico Federal District or another border, without the possibility to try something in his favour, pursuant to an order that we know has been turned to such effect.

The Amparo petition was promoted a few hours after the Attorney General of the Republic, Jesus Murillo Karam, expressed that no formal application for extradition had been received for the Sinaloan Capo, but they were very sure it would be very soon that the application would arrive.

 Another constitutional lawsuit brought by " El Chapo " last November to the Eleventh District Amparo Court was dismissed, in the absence of the claimed request for extradition , deportation or expulsion from the country.

Member of Los Cabrera Arrested/Banner Threatens Police Associated with Them

 Bocanegra Llanes Arrested

On Tuesday, January 20, the National Commission of Security (CNS) announced that the Federal Police had arrested Pedro Eduardo Bocanegra Llanes in Gómez Palacio, Durango, a city in the Comarca Lagunera (a metropolitan region which also includes Ciudad Lerdo, as well as eight other municipalities of Durango and five municipalities in neighboring Coahuila, including Torreón).  

Bocanegra Llanes was driving a gray 2009 Dodge Nitro SUV on Miguel Alemán boulevard in Gómez Palacio and was noticed by the Federal Police as he was driving above the speed limit.  Ignoring orders to pull over, he attempted to escape, but was stopped on Praga street of the El Campestre colonia when other police vehicles managed to completely block off the route.

Upon his capture, he offered the officers his vehicle and 50,000 pesos in exchange for being let go.  An AK-47, an ammunition clip, 10 rounds of ammunition, two bullet proof vests, and 25 bags of marijuana were confiscated during his arrest. 

Officials describe him as a member of Los Cabarera: "leader of hitmen of the criminal organization, as well as serving as the person responsible for the plaza in Gómez Palacio".

That same day, a picture of a banner allegedly hung in the Campo Nuevo colonia of Torreón, Coahuila began circulating online.  It reads:
Like "El Negro" we will continue to knock down police that work for Los Cabreras for you "Eclipse" we already known that you no longer work.  But we will search to kill you.  Also for "El Gloria" and those that cooperate with those idiots.

  A Brief History of Los Cabrera 

Los Cabrera is a cell of the Sinaloa Cartel, formed under the leadership of the Cabrera Sarabia family, initially operating in the sierra of Durango.  In March 2011 they began waging a war for control of Durango against Los Ms, a cell of the Sinaloa Cartel lead by the Núñez Meza family, which was rumored to have gone rogue and associated itself with the Juárez Cartel. 

In January 2013 a video showing the interrogation of Julieta Calvillo González, identified as an agent of the Public Ministry of the State Direction of Investigation (DEI) of Durango, surfaced (her body and two other individuals were found mutilated at a gas station in Gómez Palacio on January 12).  She claimed that information obtained by torturing arrestees in the city of Durango was being passed along to Los Cabrera, who she described as "people of El Mayo Zambada" who had bought the plaza from the governor, Jorge Herrera Caldera (his six year term began in September 2010).

Later that month Proceso reported a cell of the Sinaloa Cartel known as Los Dannys was being "fenced in" Gómez Palacio, where they had control of the municipal police and the local prison, and Lerdo to prevent them from "contaminating" the rest of Durango (an English translation appeared on Borderland Beat, entitled "Police Agencies in La Laguna support El Chapo").  It was said in the article that "Los Cabrera, of the Sinaloa Cartel, who dominate the rest of the state of Durango, do not like Los Dannys".  

In the following months, Los Dannys increasingly distanced themselves from the Sinaloa Cartel as a whole and dubbed themselves the Poniente Cartel.  With the arrest of their leader Daniel Garcia Ávila on April 19 (reported by Borderland Beat), the organization was severely weakened.

On July 13, 2013, Proceso reported that 70% of the Poniente Cartel had been dismantlement, which would allow Los Cabrera to consolidate control in the Comarca Lagunera.  Since then, there has been occasional reports of members of the Poniente Cartel being arrested (such as their alleged leader, Griselda Romero Soto, alias "La Licenciada", on March 20, 2014), though it appears they are a shell of their former self.

While little has been reported with regards to Los Cabrera, the fact that Bocanegra Llanes was described as being responsible for the plaza of Gómez Palacio seems to indicate that they are now the dominant organization in the Comarca Lagunera.  However, the recent banner shows that there continues to be resistance to their consolidation of power.  Unfortunately, it is currently unclear if  "Nueva Generacion/gente del 1" should be identified with the Poniente Cartel or some other organization.
