Former Iguala mayor formally charged with the kidnapping of 43 students

There has been a formal arrest warrant issued for former Iguala, Guerrero mayor,  Jose Luis Abarca, along with 44 others for charges of kidnapping of 43 kidnapped and missing normalistas (students) on September 26th 2014.

This was announced by Tomas Zeron, of the federal general attorney’s office.  He did not state when the warrant was issued.  

Although Abarca was charged with crimes connected with organized crime activities, these are the first charges that are directly related to the September Iguala attacks, and kidnapping of the 43 students.

It is suspected that .Abarca directed the municipal police, in conjunction with the organized crime group Guerreros Unidos,  to attack and kidnap the students.  
There is no mention of the other deaths in the attacks of the night of September 26th.
   
Those attacks resulted in the deaths of 8-9 people, one being a young 15 year old soccer player who was  traveling on the team bus.

Another normalista, Julio Mondragon was taken, murdered,  his face flayed, and his corpse dumped in the street close to the location of the second attack.  

He is not counted with the  43.

It is peculiar that with the world wide publicity and attention of the Iguala 43, almost zero has been paid to the others that were killed and injured in the same attacks.  


As for Abarca’s wife, Maria de los Angeles Pineda, on Monday, the federal courts spokesman said a judge had ruled Abarca's wife will stand trial for links to organized crime. 

In evidence are records of bank deposits into her account originating from Guerreros Unidos.

There are doubts that she will be charged with the attacks and kidnapping of the normalistas, and there have been no announcement either way as of yet.

Esther Gordillo was once considered the most powerful woman in Mexico, known for buying political support with stolen union money.
 
Former teachers' union leader Elba Esther Gordillo, arrested on charges of tax fraud, money laundering and organized crime two years ago, will face the trial from the comfort of her own home, a federal court judge ruled Tuesday. 
Gordillo was the leader of the National Education Workers' Union (SNTE) – Latin America's largest labor union – since 1989, before she was arrested in February 2013. She is accused of embezzling about US$200 million from the teacher’s guild.

The former leader had also been considered the most powerful woman in Mexico and is known for going on luxurious spending sprees and giving lavish gifts to regional union leaders to buy their support. She was also known for supporting the election of various past presidents, including Enrique Peña Nieto, by obligating union members to vote for them.

Alejandro Caballero Vertiz, the sixth district judge in federal criminal proceedings, ruled that due to Gordillo's age she qualifies for the Law on the Rights of Older Persons. Under the law, people who are above the age of 60 and face debilitating health issues are allowed special privileges in their criminal proceedings. Among those privileges, Gordillo could face trial from home and house arrest, according to Reforma. 

 “The judge, in an agreement, has recognized [her] as an elderly person with diseases,  according to the Law on the Rights of Older Persons,” said Marco Antonio del Toro, Gordillo's defense attorney. “There is jurisprudence of the Supreme Court that says that an older adult may be eligible for house arrest when a condition of disease is given, as is the case.”
Gordillo is due to turn 70 on Feb. 6, but her attorney did not elaborate on the health challenges that she faces. [residual issues with plastic surgery perhaps?]
The following tweet sums up corruption in Mexico and the privileges influential “leaders” have in a country that has proven it has no will to eradicate impunity. 

The text reads that, “They won’t permit Nestora Salgado speak with her attorney, but Gordillo will face trial from home.” Salgado is an activist whose only crime was defending the rights of communities in the southern state of Guerrero.

Her altered face, after botched plastic surgeries, earned her the nickname "la Chucky", and triggered an onslaught of memes.  



Governor Jara says, Castillo's work in Michoacan is "Muy Bueno"

This will be news to the citizens of Michoacán, but Governor Jara says Commissioner Castillo has curbed crime in the state.


The governor of Michoacán, Salvador Jara Guerrero, assessed the work of Alfredo Castillo Cervantes, commissioner for Security and Integral Development in the state,  as being "very good".  This despite the  demands of  many calling for Castillo's resignation and  departure from Michoacán.


At a press conference, the governor reported  that since joining the executive branch, (as governor)  he has experienced good coordination with the envoy of the Federation, and mentioned that now there was no presence of organized crime in some municipalities due to security strategy that was implemented in early 2014. 

However, he did not mention the names of those organized crime  free municipalities.

Although residents and Michoacán  entrepreneurs have reported the presence of organized crime, monitoring the collection of fees, extortion, kidnapping, forced disappearances, among other crimes, Jara said that thanks to Castillo, the change has been "radical" in the state and is something that it should be recognized.



He said that in the Tierra Caliente there are still problems of crime and they continue working to solve them, although he acknowledged that it will not be an easy job, because the social deterioration had occurred over a 10 year period.


He also blamed the "culture of Michoacán", the reason that violence persists in the state, since there is no respect for human life in many regions, so, he warns, false expectations should not be made that all the problems will be fixed in the brevity.

It is noteworthy that the governor refused to delve into the topic of the 10 people executed in Apatzingán, at the hands of the Federal Police on January 6. 


According to the “official version”, a group of armed civilians attacked rural forces, the casualties were; 8 deaths, 6 of whom died in crossfire. (other accounts say 11)


Also noteworthy, is that every report issued on violence and criminality in Michoacán, during the time Castillo has been working towards security in Michoacán, the state has registered a sharp increase in all but one category,  some increases are the highest in 6 years. 

Comparing homicide figures from 2013 to 2014 in the same time period, beginning when Castillo arrived, had an increase of 8%.

Critics say that Castillo was sent to Michoacan on a mission to disrupt the successful and growing autodefensas movement, and defuse the power of its strongest leader, Dr. Manuel Mireles.  In that respect Castillo has been effective.


Jara replaced Governor Fausto after Fausto’s son, “Gerber”,  was arrested suspected of having ties with Caballeros Templarios.  Jara’s appearance at the press conference was a rare one, the governor is seldom seen, provoking questions of who is really making decisions in the governor’s office.

Tijuana: Gunmen storm house on Sanchez Taboada

Gunmen attack three in Sanchez Taboada

Around 2:00 P.M Tuesday, three men in an SUV pulled up in front of the house in Sanchez Tadoba, ran into the house, and fired upon the occupants.  Two women emerged, shortly after the gunmen left, bloodied and injured, and asking for medical assistance.  

All three, including a man, assumed to be seriously injured, were taken to a local hospital.  Authorities in the area, surged, but no one was taken into custody, nor any trace of the assailants found. 

The injured male was identified today as Antonio Vasquez Adan Arellano, 23.  Vasquez Arellano was considered one of the major retail drug dealers in the area, and had allegedly received threats in the previous months for selling the area.  The women injured in the attack were his sisters.


Jose Vasquez Arellano has a criminal history, and two current arrest warrants, one at the Federal level fro drug trafficking, and others for robbery, burglary, and other similar crimes.  He has been repeatedly arrested, giving false names to the officers, according to the prosecutors office. Comments on AFN Tijuana make reference Vasquez Arellano and drug use, which are likely close to true, as many involved in street level retail meth trafficking are users or addicts themselves. 

Crimes and incidents like this persist in Tijuana, as increasingly murky criminal groups with shifting alliances attempt to control, reclaim, and protect the valuable retail drug outlets all across the city.  Tienditas selling crystal and heroin average around 10,000 a day in gross sales, with the product usually coming from Sinaloa, Guadalajara labs, or locally produced cut, then sold in small doses, for massive profits.

4 Decapitated in Atizapán, México State

Less than a week after two young men were shot on Emiliano Zapata street, the colonia of San Miguel Xochimanga, in the municipality of Atizapán, México state, suffered more violence. 

On Tuesday, January 13, four decapitated bodies (partially clothed and showing signs of torture) were left at the doorstep of a home, once again on Emiliano Zapata street.

They were found by the occupants of the home when they opened the door after someone, likely the individuals who dumped the bodies, rang the doorbell around 3:00 AM.



On top of the bodies was a message reading:
 "Here is your cannon fodder give up the fight fucking 'puerco dorado' (literally: golden pig or fried pig), you 60 even though you are inside and you tronpas you two are nobodies, Sincerely La Vívora".
According to authorities, the heads of the victims were found in black bags scattered in various locations in the area.


At the present time I am not aware of any reports as to the organization(s) believed to be involved in this crime, nor the suspected identity of the two individuals mentioned in the message and the signer.

However, it is worth noting that the alias "Vívora" is used by Francisco Javier Recillas Ríos, an alleged member of the Sinaloa Cartel operating in the nearby city of Tlalnepantl, with influence in Atizapán, Nicolás Romero, and Cuautitlán Izcalli.  He is wanted by Mexican state authorities, who in July 2014 offered a reward of 500,000 pesos for information leading to his arrest, for the crimes of homicide and drug selling and distribution.

20 houses which were the property of the heads of Los Caballeros Templarios cartel, were taken back by the PGJ for state of Michoacán , and the municipalities of Apatzingan , Mugica, and Paracuaro.

The real estate belonged to the fallen leaders of the Templarios , Nazario Moreno Gonzales , Enrique Plancarte Solis , and Francisco Galeana Nunez , El Pantera , alo Mario Alberto Romero Rodriguez and Victor Hugo Almazan Mendoza.

Romero Rodriguez , El Tucan , was detained in October of last year, he was a collaborator close to Servando Gomez , El Tuta , the last leader alive of the Templarios.

Jose Martin Godoy Castro, Michoacán Attorney General , reported that in Apatzingan they seized ten piece of real estate, of which , five were the personal property of Nazario Moreno, who lost his life on 9th March of 2014 in confrontation with the Mexican Navy in the municipality of Tumbiscatio, Michoacán.


Also in Mugica , the PGJ seized four pieces of real estate which were the property of Enrique Plancarte Solis , another leader of the Templarios who died on 2nd of April 2014 , and one more piece of real estate which was the property of Victor Hugo Almazan Mendoza.

In the Atunez locality, municipality of Paracuaro , they seized five properties of Mario Alberto Romero Rodriguez , El Tucan , said Godoy Castro.

During the operation , they secured three vehicles,  250 doses of synthetic drugs ( presumed to be meth ) , and seven horses.

In one of the houses located in the colonia Francisco Villa , they seized a drug scale and metered substances , a black Surburban van was located in an estate in the colonia of Lazaro Cardenas model 2005, while in a colonia in Las Palmas there were two vehicles seized on of them armored , explained the Michoacán Attorney General
