Taiwan's defence minister has backed a plan to deploy advanced missiles in the South China Sea over concerns that rival claimants to disputed islands are building up their arms, a legislator said Thursday.
Kao Hua-chu endorsed a proposal passed by the country's defence committee Wednesday demanding coastguard units in Taiping and the Pratas islands -- claimed by China -- be armed with Chaparral or Tien Chien I missiles.
"Minister Kao made it clear that he supports the proposal," he was quoted as saying in a statement released by Lin Yu-fang, the legislator from the ruling Kuomintang who pushed for the deployment.
Apparently mindful of rising regional tensions, Kao said the Taiwanese coastguards may need advanced weaponry rather than the Chaparral which Taiwan first acquired in the 1980s.
"Perhaps Tien Chien I or more advanced air defence missile systems should be given priority since the Chaparral is pretty old," Kao said.
The plan came following a report in July which found that Taiwan's coastguards in the contested waters were vulnerable amid mounting tensions.
Taiwan, Vietnam, Brunei, China, Malaysia, and the Philippines claim all or part of the Spratlys, which could lie on top of large oil reserves.
The Taiwanese coastguard currently has a 130-strong garrison on Taiping, the biggest island in the Spratlys archipelago.
Lin said the proposed ground-to-air missile deployment would be legitimate, citing the ministry's recent report on the military buildups by Vietnam and other neighbouring countries in the area.
Vietnam has deployed thousands of marines in the zone, backed Russia-made Su-27SK and Su-30MK2 fighter jets, Lin cited the report as saying.
"In stark contrast, the Taiwanese coastguards are only equipped with 20-mm air defence guns," he said in a statement.
The defence ministry added that in case of military conflicts, Taiwanese coastguards could hardly defend themselves against the Philippine forces equipped with naval gunboats, Lin added.

Businesses need to become more aware of the "persistent and dynamic" threats posed by cybercrime, security experts at a London conference said this week.
Because of a new level of "persistent, dynamic, intelligent threats" against commercial databases, companies need to wake up to the reality that cybercrime will touch each one of them, officials of U.S. information technology software maker EMC Corp. said Tuesday at the RSA Conference Europe.
Chairman Art Coviello and President Tom Heiser of EMC's security division RSA, which has headquarters in Massachusetts, told the conference a better understanding of the true risk faced by businesses seeking to safeguard their "big data" needed to be established.
They warned it's no longer a question of "if" an organization will be compromised, but a question of "when," the Boston Business Journal reported.
"Intelligence about your potential attackers and most valuable assets shows you where to focus your efforts, such as what systems to protect and what users to closely monitor," the pair said.
The EMC executives were among information security professionals and business leaders from across Europe who attended 12th annual RSA Conference Europe, which concentrates on emerging threats to IT security.
Also among the speakers was Stefano Grassi, vice president of security and safety for Poste Italiane and chairman of the European Electronic Crime Task Force, a pan-European group based in Rome charged with preventing identity theft, computer hacking and other computer-based crime.
The U.S. Secret Service is part of Grassi's task force, which this year carried out an extensive survey of emerging cyberthreats and also concluded potential victims -- as well as law enforcement -- aren't aware of the pervasiveness of the threat.
Chief among the key factors it found was "a marked discrepancy between the actual situation and the perception of cyberfraud by those parties that fall victim to it or fight against it."
The threats change extremely quickly, frustrating crime fighters' attempts to develop and digest sufficient expertise quickly enough. Businesses as well as individual computer users "often do not have a complete perception of the risks which they are subject to."
The task force warned malicious software is increasing in its efficacy, becoming more versatile and acquiring a greater ability to mimic and be disseminated, while attacks run the gamut from exploitation of simple user errors to "sophisticated examples of social engineering."
But, Grassi also found, increasing collaboration between law enforcement agencies and private security experts has resulted in some success, forcing cybercriminals to change tactics.
"As a rule," he said, "the number of cyberfraud attacks is rising sharply, but the average profit per attack is dropping, at least for certain types of fraud," thanks to user awareness and "effective countermeasures against the most common attacks."
Because fraudsters are getting less "bang for buck," they are compensating by stepping up the intensity of the attacks to retain their profit margins.
Poste Italiane has been one of the most active players in Europe's anti cybercrime efforts, backing not only the European Electronic Crime Task Force but also the Global Cyber Security Center in Rome, a public-private partnership that performs research and training in Internet security.
Massimo Sarmi, the Italian post office's chief executive, said the task force's findings opened his eyes to the "phenomenon" of current threat.

Art Laffer, economic adviser to President Ronald Reagan, shared his thoughts Thursday on GOP presidential candidate Herman Cain’s “999” plan during an appearance on Fox News with Bret Baier.
The economist after whom the famous “Laffer Curve” was named, said of Cain’s 999,“I think it’s a wonderful plan.”
Laffer reportedly lauded the plan’s structure, saying it would “lower the tax rate and broaden the tax base” while provide people with the least incentive to cheat on their taxes. He also emphasized the importance of eliminating the corporate tax rate.
Fox adds:
Baier then asked him about many critics’ belief that the nines in the plan could be raised limitlessly by politicians in the future: “Will we ever have a “20-20-20″ plan?”
Laffer said there will always be that problem with politicians and this is a plan the U.S. could benefit from now, as it is a huge improvement from the current tax codes.
“The current tax codes are filled with all sorts of awful ducks, chickens, pigs and turkeys,” Laffer said. “They’ve got to be cleaned out and we have to revamp the codes. I’d really like to see that done.”

Our enemies are not stupid. They see an opportunity with the Occupy Wall St protesters, and will use them as Islamic supporting puppets. Just feeding them will lend the impression that Islam is non-Muslim friendly, which is it not. I would not be surprised if some of the protesters go all the way and convert to Islam. At a minimum they will be Islam allies, which just makes our job harder. Imam Baki who will giving the khubtbah (sermon), is the same Imam I have on tape stating that Muslims brought Columbus here with a Muslim made map. So we already see he will say anything to try and get non-Muslims to accept Islam. Don’t be fooled!
Dressing in white makes the Muslims stand out, and appear like the angels they are not. Once again, don’t be fooled! To make matters even worse the interfaith group will be holding a press conference. Where you ask? At a Church of course!

Do these so called Christian and Jewish leaders know that Muslims are praying to a so called God, that calls for the destruction of Christianity, and Judaism? Or are they just afraid to face the truth?Either way they have failed their own religions, and are a huge part of the problem!

FRAUD IN OBAMA INDIANA ELECTION 2008


Getting a candidate on the ballot in Indiana is not easy. I know, from first hand experience, that many campaigns struggle to do it. But it now appears that in 2008, Barack Obama and Hillary Clinton took a short-cut. They just cheated.
It turns out that someone appears to have forged the signature of former Democratic Governor Joe Kernan on the petition to get Barack Obama on the ballot:
Former Gov. Joe Kernan says a signature on a petition to place Barack Obama‘s name on Indiana’s 2008 primary ballot isn’t his, putting him among dozens of dubious signatures found in a newspaper’s investigation.
While that is the appealing headline that gets lots of attention, the more nefarious story is that it happened on a more systematic basis:
The Tribune first reported Sunday that it and the Howey Politics Indiana newsletter had found pages from Clinton and Obama petitions with names and signatures that appear to have been copied by hand from a petition for 2008 Democratic gubernatorial hopeful Jim Schellinger. The petitions were filed with the Indiana Election Division after the St. Joseph County Voter Registration Office verified individuals’ information on the documents.
Copying pages and pages of names demonstrates a certain level of disregard that is a little hard to imagine. Every time I have seen a campaign doing ballot access, there is relatively continuous oversight as campaigns try to figure out whether they need to spend more money for paid collectors, where they need to engage more volunteers, etc. It is hard for me to imagine how a campaign could be so disengaged from the details that something like this would happen. Especially to two campaigns (and the only ones on the ballot, as I recall). This is important stuff. You don’t just let the local guys do it without oversight.
Especially when the local guys are Chicago and northern Indiana, where there appears to be a pattern of  systemic fraud.  I noted some precinct results from Chicago that got over 100% turnout in previous elections. Both the Alderman and his dad went to prison for misusing their office for personal gain. Chicago is notorious for ongoing problems. And Indiana had one of the most remarkable cases of election fraud in the 2003 East Chicago Democratic mayoral primary in which 32 people plead guilty to varieties of election fraud.

The eruption of super-volcanoes dwarfs the eruptions of recent volcanoes and can trigger planetary climate change by inducing Ice Ages and other impacts. One such event was the Huckleberry Ridge eruption of present-day Yellowstone Park about two million years ago, which was more than 2,000 times larger than the 1980 eruption of Mount St. Helens in Washington.

The "super-eruption" of a major volcanic system occurs about every 100,000 years and is considered one of the most catastrophic natural events on Earth, yet scientists have long been unsure about what triggers these violent explosions.
However, a new model presented this week by researchers at Oregon State University points to a combination of temperature influence and the geometrical configuration of the magma chamber as a potential cause for these super-eruptions.
Results of the research, which was funded by the National Science Foundation, were presented at the annual meeting of the Geological Society of America in Minneapolis, Minn.
Patricia "Trish" Gregg, a post-doctoral researcher at OSU and lead author on the modeling study, says the creation of a ductile halo of rock around the magma chamber allows the pressure to build over tens of thousands of years, resulting in extensive uplifting in the roof above the magma chamber. Eventually, faults from above trigger a collapse of the caldera and subsequent eruption.
"You can compare it to cracks forming on the top of baking bread as it expands," said Gregg, a researcher in OSU's College of Oceanic and Atmospheric Sciences.
"As the magma chamber pressurizes at depth, cracks form at the surface to accommodate the doming and expansion. Eventually, the cracks grow in size and propagate downward toward the magma chamber.
"In the case of very large volcanoes, when the cracks penetrate deep enough, they can rupture the magma chamber wall and trigger roof collapse and eruption," Gregg added.
The eruption of super-volcanoes dwarfs the eruptions of recent volcanoes and can trigger planetary climate change by inducing Ice Ages and other impacts. One such event was the Huckleberry Ridge eruption of present-day Yellowstone Park about two million years ago, which was more than 2,000 times larger than the 1980 eruption of Mount St. Helens in Washington.
"Short of a meteor impact, these super-eruptions are the worst environmental hazards our planet can face," Gregg said. "Huge amounts of material are expelled, devastating the environment and creating a gas cloud that covers the globe for years."
Previous modeling efforts have focused on an eruption trigger from within the magma chamber, which scientists thought would leave a visible trace in the form of a precursor eruption deposits, according to Shanaka "Shan" de Silva, an OSU geologist and co-author on the study. Yet there has been a distinct lack of physical evidence for a pre-cursor eruption at the site of these super-volcanoes.
The model suggests the reason there may be no precursor eruption is that the trigger comes from above, not from within, de Silva pointed out.
"Instead of taking the evidence in these eruptions at face value, most models have simply taken small historic eruptions and tried to scale the process up to super-volcanic proportions," de Silva said. "Those of us who actually study these phenomena have known for a long time that these eruptions are not simply scaled-up Mt. Mazamas or Krakataus - the scaling is non-linear. The evidence is clear."
It takes a "perfect storm" of conditions to grow an eruptible magma chamber of this size, Gregg says, which is one reason super-volcano eruptions have occurred infrequently throughout history.
The magma reservoirs feeding the eruptions could be as large as 10,000- to 15,000-square cubic kilometers, and the chamber requires repeated intrusions of magma from below to heat the surrounding rock and make it malleable.
It is that increase in ductility that allows the chamber to grow without magma evacuation in a more conventional manner.
When magma chambers are smaller, they may expel magma before maximum pressure is reached through frequent small eruptions.
The Yellowstone eruption is one of the largest super-volcano events in history and it has happened several times. Other super-volcano sites include Lake Toba in Sumatra, the central Andes Mountains, New Zealand and Japan.
Gregg said that despite its explosive history, it doesn't appear that Yellowstone is primed for another super-eruption anytime soon, though the slow process of volcanic uplift is taking place every day.
"The uplift of the surface at Yellowstone right now is on the order of millimeters," she explained. "When the Huckleberry Ridge eruption took place, the uplift of the whole Yellowstone region would have been hundreds of meters high, and perhaps as much as a kilometer."
Other authors on the investigation include Erik Grosfils, of Pomona College, and John Parmigiani, an OSU engineer.

The problem is stark: One billion people on earth don't have enough food right now. It's estimated that by 2050 there will be more than nine billion people living on the planet.
Meanwhile, current agricultural practices are amongst the biggest threats to the global environment. This means that if we don't develop more sustainable practices, the planet will become even less able to feed its growing population than it is today.
But now a team of researchers from Canada, the U.S., Sweden and Germany has come up with a plan to double the world's food production while reducing the environmentalimpacts of agriculture. Their findings were recently published in the journal Nature.
By combining information gathered from crop records and satellite images from around the world, they have been able to create new models of agricultural systems and their environmental impacts that are truly global in scope.
McGill geography professor Navin Ramankutty, one of the team leaders on the study, credits the collaboration between researchers for achieving such important results.
"Lots of other scholars and thinkers have proposed solutions to global food and environmental problems. But they were often fragmented, only looking at one aspect of the problem at one time. And they often lacked the specifics and numbers to back them up.
"This is the first time that such a wide range of data has been brought together under one common framework, and it has allowed us to see some clear patterns. This makes it easier to develop some concrete solutions for the problems facing us."
A five-point plan for feeding the world while protecting the planet
The researchers recommend:
1.Halting farmland expansion and land clearing for agricultural purposes, particularly in the tropical rainforest. This can be achieved using incentives such as payment for ecosystem services, certification and ecotourism. This change will yield huge environmental benefits without dramatically cutting into agricultural production or economic well-being.
2.Improving agricultural yields. Many farming regions in Africa, Latin America and Eastern Europe are not living up to their potential for producing crops - something known as "yield gaps". Improved use of existing crop varieties, better management and improved genetics could increase current food production nearly by 60 per cent.
3.Supplementing the land more strategically. Current use of water, nutrients and agricultural chemicals suffers from what the research team calls "Goldilocks' Problem": too much in some places, too little in others, rarely just right. Strategic reallocation could substantially boost the benefit we get from precious inputs.
4.Shifting diets. Growing animal feed or biofuels on prime croplands, no matter how efficiently, is a drain on human food supply. Dedicating croplands to direct human food production could boost calories produced per person by nearly 50 per cent. Even shifting nonfood uses such as animal feed or biofuel production away from prime cropland could make a big difference.
5.Reducing waste. One-third of the food produced by farms ends up discarded, spoiled or eaten by pests. Eliminating waste in the path that food takes from farm to mouth could boost food available for consumption another 50 per cent.
The study also outlines approaches to the problem that would help policy-makers reach informed decisions about the agricultural choices facing them. "For the first time, we have shown that it is possible to both feed a hungry world and protect a threatened planet," said lead author Jonathan Foley, head of the University of Minnesota's Institute on the Environment. "It will take serious work. But we can do it."
