A bomb attack in Nairobi yesterday killed six and injured around 30. It is the latest in a string of attacks carried out by sympathisers and members of the Somali jihadist militia al-Shabaab.
This ICSR Insight provides an overview of al-Shabaab’s strategy in Kenya, its recruitment efforts, and the reasons that prompt young Kenyans and Kenyan Somalis to join the group.
What is al-Shabaab’s strategy?
The attack took place on a bus in the Nairobi suburb of Eastleigh, which is home to a large portion of Kenya’s Somali diaspora population and is also one of Kenya’s biggest slums.
Al Shabaab has overseen a campaign of terror since the Kenyan army entered Somalia in October 2011, with most of the attacks aimed at churches and non-Somali Kenyans. The group’s objective is to stoke latent tensions between Kenyan Muslims and Christians and exploit the ensuing sectarian chaos.
ICSR sources have confirmed that riots have broken out in Eastleigh since yesterday’s bombing, leading to fatal attacks on Muslims by Christian youth.
As al-Shabaab suffers losses against African Union troops in Somalia, our assessment is that the group will continue to attempt to broaden the conflict by launching attacks in neighbouring countries, especially Kenya.
Who is recruiting?
The roots of al-Shabaab’s recruitment in Kenya lie in the slums of Nairobi and Mombasa, where jihadist sheikhs have recruited openly for the group since around 2007.
In the Nairobi slum of Majengo, these efforts were led by a group called the Muslim Youth Centre (MYC) whose leader was a Kenyan preacher named Ahmed Iman Ali. Known for his charisma and financial generosity, Ali successfully recruited hundreds of young Kenyans to travel to Somalia and help al-Shabaab in its efforts to take control of the country.
In 2009, Ali himself travelled to Somalia to take command of a force of Kenyan and other east African al-Shabaab members.
When Kenyan forces entered Somalia in October 2011, Ali’s sermons started calling for direct attacks on Kenyan targets:
So many of our brothers suffered and others were oppressed by the Kenyan government. Their recent invasion of Somalia is clear evidence of their enmity towards Islam and Muslims…
He also claimed that the Kenyan government is a proxy for America and ‘the Jews’, and that Kenya should therefore should be considered Dar-al-harb, a land in which Muslims are obligated to fight a defensive jihad:
Raise your sword against the enemy that is closest to you. Jihad should now be waged inside Kenya which is legally a warzone.
According to Kenyan government sources, Ali has overseen terrorist plots in Kenya from his base in Somalia, and continues to send Kenyan fighters under his command back to Kenya in order to carry out terrorist attacks.
Why do people join?
Based on our fieldwork with former al-Shabaab members in Kenya, about half of the people we interviewed were motivated by financial rewards. The other half were taken in by the teachings of Ali and other jihadist preachers.
Youth unemployment in Kenya is currently at 75 percent, and even higher among Muslims. In Garissa, for example, a predominantly Muslim town near the border with Somalia, it stands at 90 percent.
Al-Shabaab recruiters promise monthly salaries of 40,000 Kenyan Shillings (500 USD, or four times the national average), which many see as an opportunity to earn quick money. According to one of the people we interviewed, ‘I needed money to continue my business and was promised 1000 US dollars. That’s 500 dollars a month.’
Equally important, the culturally transcendent jihadist ideology of al-Shabaab has offered Kenyans an alternative identity, which many have embraced after growing weary of old tribal tensions. Recruiters like Ali claim that Somalia is a battleground for the very survival of Islam, and teach that Kenyan Muslims have an obligation to take part in the fight.
According to another person we spoke to, who was recruited by Ali: ‘He made me feel like I was so behind. I didn’t feel like a proper Muslim. They made me feel so guilty for doing nothing.’
All of the people we interviewed left the group after becoming disillusioned: either because the money they were promised never materialised, or because they realised that al-Shabaab’s actions were against their religious beliefs.

ICSR’s latest report - Lights, Camera, Jihad: Al-Shabaab’s Western Media Strategy - is the first to provide a comprehensive analysis of how al-Shabaab is reaching out to Western audiences, using high quality videos, Twitter, and carefully crafted messages that resonate with the concerns of young Western Muslims.

Executive Summary
While the threat that al-Shabaab poses to the West can easily be overstated, its outreach to Muslims living in Europe and the United States has been successful relative to other al-Qaeda-linked groups and warrants exploration. The organisation has recruited dozens of foreign fighters from the West. It also holds the dubious distinction of being the first jihadist organisation to recruit an American citizen to commit an act of suicide terrorism. Its recruitment strategy is therefore worthy of examination as a case study of how jihadist groups formulate strategies to lure Western Muslims.
Through a combination of primary source analysis, background interviews in East Africa and an in-depth quantitative analysis of the group’s Twitter output, this paper aims to go beyond the simple statement of this problem by explaining how al-Shabaab markets itself to Muslims beyond its borders and what methods it employs. It also explores how the group is using social media to engage its followers in ways that other actors in the global jihad movement have not yet mastered.
Understanding the Threat
Over the last six years, approximately 1000 ethnic Somalis and 200–300 non-Somalis have been recruited to al-Shabaab from outside Somalia. While radical Islam has been present in Somalia for decades, this alone cannot account for the group’s success in recruiting Western Muslims. Western governments were slow to proscribe the group, allowing it to develop a sophisticated communications infrastructure and exploit nationalist, anti-Ethiopian and anti-Western sentiments within the Somali diaspora in the aftermath of the Ethiopian invasion and occupation of Somalia in 2006. As a result, al-Shabaab’s interaction with Muslims beyond its borders has not always relied exclusively on Islamist ideology.
The Foundations of al-Shabaab’s Propaganda: Hijrah, Jihad and the Caliphate
Al-Shabaab presents its mission in cosmic terms, invoking a civilisational conflict between the forces of Islam and non-Islam. This is coupled with attempts to develop an ‘ummah consciousness’ in potential recruits, encouraging them to identify with Muslim causes worldwide. Typically, the suffering of Muslims around the world is juxtaposed with the ease of life in the West. The central tenet of this messaging is that faith necessitates action, and Muslims need to recalibrate their priorities by placing the liberation of Muslim lands ahead of esoteric matters of faith.
Omar Hammami (also known as Abu Mansur al-Amriki), an American recruit and military commander in the group, emerged as one of its most effective spokesmen by explaining his reasons for joining a conflict with which he has no tangible connection. Much of his message invokes classical concepts such as the importance of making hijrah, or migrating from one place to another for the communal defence or betterment of Islam, as a precursor to waging jihad. Hammami’s propaganda demonstrates his commitment to what he views as the long-term objectives of the global jihadist movement: the establishment of the Caliphate. Hammami argues that these long-term goals should not be confused with the short-term tactics of expelling occupiers and establishing local Islamist rule. This view is controversial within the movement and there is evidence that some within al-Shabaab believe their localised struggle has been hijacked by those with a more global agenda.
Al-Shabaab’s Propaganda War and Alternative Media
Al-Shabaab has become adept at producing material that provides its Western followers with an alternative to mainstream media. Relying heavily on digital video and Twitter, the group projects an image of itself as an effective and united force carrying out the will of God by implementing Shariah and fighting the enemies of Islam. Twitter has allowed the group to do much of this in real time, offering supporters instant interpretations of events and rebuttals of critiques.
At its core, al-Shabaab has a sophisticated and diverse communications strategy aimed at influencing Muslims living in the West. This strategy is infused with culturally relevant material that resonates with members of the Somali diaspora, while also positioning Somalia as a key battleground in the struggle between Islam and the West. As this paper demonstrates, this is a strategy that has enticed many to embrace al-Shabaab’s cause over the years.

Greater efforts are needed to identify and lock up mentally ill people who are dangerous, a top National Rifle Association official responding to the recent Washington Navy Yard shootings said Sunday.
The nation's mental health system is "in complete breakdown," resulting in not enough of the mentally ill being committed to psychiatric hospitals, National Rifle Association Executive Vice President Wayne LaPierre told NBC's "Meet the Press."
"If we leave these homicidal maniacs on the street ... they're going to kill," he said. "They need to be committed is what they need to be. If they are committed, they're not at the Naval Yard."
Aaron Alexis, the IT contractor who killed 12 people inside a Navy Yard building last week, had a history of violent outbursts, had told police he was hearing voices and was in the early stages of being treated by the Veterans Administration for serious mental problems.
Despite Alexis' history, weaknesses in federal laws aimed at keeping guns out of the hands of the mentally ill and criminals enabled him to clear a background check and obtain a shotgun that he used in the shooting from a Northern Virginia gun shop.
Doctors who treated Alexis should have carried out "a complete mental health status exam," Sen. Tom Coburn, R-Okla., told CBS' "Face the Nation."
"We have to make it where the health care professionals in this country, when they see somebody that is having symptoms of psychosis or schizophrenia, that they can act on that by notifying the `do not sell' list so that people can't buy guns," he said. "He (Alexis) bought a gun in spite of the fact that at several interchanges people were aware of his psychosis."
