Update: International Community's Position on Syrian President Bashar al-Assad

Several international actors including partners within the U.S.-led anti-ISIS coalition recently changed or clarified their narratives concerning the future role of Syrian President Bashar al-Assad in any political settlement to the Syrian Civil War. The shift in narratives has likely been driven by the Russian intervention into Syria and its concurrent outreach to U.S. regional partners. These changes constitute a metric for measuring the increasing influence held by Russia over Middle Eastern security concerns relative to the U.S. ISW previously published key statements by international actors including Russia, Iran, Turkey, Saudi Arabia, the European Union, and the U.S. on September 30, in order to capture the emergent shift in attitudes. This post provides an update to significant statements regarding international leaders' positions on Syrian President Bashar al-Assad between September 30 and October 24.

The U.S. and several of its regional partners have begun to coalesce around a proposal for a political transition which would permit Assad to retain his position in a limited capacity for up to six months in exchange for guarantees of his ultimate departure. Turkey and Saudi Arabia in particular softened their demands for an immediate departure of Assad and privately expressed an ability to tolerate his temporary presence in a transitional government. Russia and Iran nevertheless continue to defend Assad as the legitimate ruler of Syria while their military forces change conditions on the ground in his favor. Several regional powers normally aligned with the U.S. including Egypt and Jordan established military cooperation agreements with Russia that may move them closer to the Russian position on a negotiated settlement to end the Syrian Civil War.

Significant Statements:

United Kingdom - The United Kingdom reaffirmed its willingness to accept a temporary role for Assad in a transitional administration in exchange for a successful settlement to the conflict.
  • Foreign Secretary Philip Hammond: 04 OCT - "If the price for [ending the Syrian Civil War] is that Assad will remain as titular head of state for a period of time, do I really care if that's three days, three weeks, three months, or even longer? I don't think I do." (The Telegraph)

European Union - The European Union released a joint statement on the Syrian Civil War which attempted to merge the differing stances towards Assad held by Europe. France maintains a strong position calling for the removal of Assad while Germany and several other European states have been much more reticent in their approach.
  • European Council Joint Statement: 12 OCT - "There cannot be a lasting peace in Syria under the present leadership and until the legitimate grievances and aspirations of all components of the Syrian society are addressed." (EU)

Russia - Russian attempted to portray itself as a neutral actor in the Syrian Civil War through hints that Assad may depart as the leader of Syria over the long-term. Nonetheless, Russia continued to defend the legitimacy of Assad and the Syrian regime as a whole.
  • Prime Minister Dmitry Medvedev: 17 OCT - "We are not fighting for specific leaders, we are defending our national interests...at the moment Russia is working on the basis that Assad is the legitimate president." (AFP)

Saudi Arabia - Saudi Arabia softened its position on Assad by expressing an ability to tolerate his presence in a transitional government for several months. This apparent shift conflicts with other statements reflecting persistent Saudi demands for Assad's immediate departure.
  • Foreign Minister Adel al-Jubeir: 19 OCT - "After the formation of this [transitional] governmental body, President Assad must step down. If it is a matter of months, two or three months or less, that is not important. But Assad has no future in Syria." (Reuters)
  • Foreign Minister Adel al-Jubeir: 22 OCT - [On whether Assad could play a role in an interim Syrian government] "His role would be to leave Syria... The best case scenario is that we wake up in the morning and Bashar al-Assad is not there."

Turkey - Turkey also softened its stance on Assad following diplomatic talks with the U.S. and other partner nations, acceding to a transitional administration which preserves Assad as a titular head of state for up to six months.
  • Anonymous Turkish officials: 20 OCT - Turkey provided initial support for a political transition that retains Assad as the "symbolic president" of a "transitional administration" for up to six months on the condition that Assad hold no control over the Syrian military or intelligence apparatus and that there be a "guarantee of his departure". The proposal was reportedly formed with a group of nine countries including the U.S. during the UN General Assembly sessions in late SEP 2015. (Hurriyet)

Iran - Iran mirrored Russian rhetoric on the future role played by Assad in a reflection of the deepening strategic alignment between the two countries over the Middle East.
  •  Deputy Foreign Minister Hossein Amir-Abdollahian: 21 OCT - "In any political process the role played by Bashar al-Assad will be important...we are not working for Assad to stay in power forever as presidentBut we are very cognizant of his role in the fight against terrorism and the national unity of that country. The people of Syria will make the final decision - and whatever decision they take, we will endorse." (The Guardian)

The word "Dhimmitude" is found in the new health care bill in the USA; So what does it mean? Thought this was interesting and worth passing on. Obama used it in the health care bill. Now isn't this interesting? It is also included in the health care law. Dhimmitude -- I had never heard the word until now. I typed it into Google and started reading. Pretty interesting. It's on page 107 of the healthcare bill. I looked this up on Google and yep, it exists. It is a REAL word. Dhimmitude is the Muslim system of controlling non-Muslim populations conquered through jihad (Holy War). Specifically, it is the TAXING of non- Muslims in exchange for tolerating their presence AND as a coercive means of converting conquered remnants to Islam.


This is incredible.

"gambling", "risk-taking", and "usury" and is thus banned.

Muslims are specifically granted exemption based on

this. 

 

How convenient. So I, as a Christian in the USA, will have crippling IRS liens

placed against all of my assets, including real estate, cattle, and even accounts

receivable, and will face hard prison time because I refuse to buy insurance or

pay the penalty tax. 

 

Meanwhile, Louis Farrakhan (the Muslim) will have no such penalty and will

have 100% of his health insurance needs paid for by the de facto government

insurance. Non-Muslims will be paying a tax to subsidize Muslims.

 

This is Dhimmitude.

Putin said Tuesday that Russian authorities had suggested a meeting with Washington to discuss solving the Syrian crisis at the highest military and political level, Russian media reported. A delegation headed by Prime Minister Dmitry Medvedev was, according to Putin, ready to go.
 
On Wednesday, Russia's Foreign Minister Sergei Lavrov said the U.S. had declined the offer.

The Lutheran Party
 
 
Two weeks ago I was idly browsing the personals, when I saw an ad for a Lutheran Party. Now I don't normally respond to these things, but I couldn't help noticing that I not only happened to be Lutheran, but was also a great lover of parties. It seemed like the perfect match, and so I wrote the following letter:
 
 Dear People, 
 I was heartened and a bit surprised to see your ad for the Lutheran Party, as I was not aware that such a party existed. I am currently a Democrat, but after this latest election I guess I'm willing to try just about anything. To show my devotion to your cause I have drafted the following:
 
 A POLITICAL PLATFORM FOR THE LUTHERAN PARTY
 
 In many ways a political platform for the Lutheran Party goes against our grain. What with our motto "Anything worth changing is probably just as worth keeping the same" and all, a piece of paper with a bunch of big ideas on it just isn't the way we do things. In fact, under a Lutheran Administration, about the only thing that might change is that we might get to that fence out back that needs a coat or two of paint (that is if we can decide on a color). Nevertheless, here are a few things we as the Lutheran Party could maybe think about doing.
 
 PAN-SCANDINAVIANISM
 
 Under a Lutheran Administration, all US residents would be declared legally Scandinavian (or at least slightly Germanic on their mother's side). To signify this, residents would in addition take on a new Scandinavian name. In cases where the resident refuses to do this, an auxiliary pseudo-Scandinavianization will take place. This is a simple process wherein one or more "j's" will be inserted in unlikely locations in the person's first name, while a "son" or "stad" will be appended to the persons last name. For example, the following are good Scandinavian names:
 
Mjigjuel Hernandezson
Ajmed Mohammedson
 Mjalcolm Xstad
 
BIG GOVERNMENT
 Unlike its alphabetical predecessor, the Libertarian Party, the Lutheran Party does not favor a radical reduction in the size of the Federal Government. (Well I suppose you could reduce the size a little, but only if it's not too much trouble.) Instead, the Lutheran Party advocates increasing the size of the Federally Governed. This can be accomplished through a national diet filled with white sauce, granulated sugar, butter and of course hot dish. After all "yew can't have a big strong government if yew aren't big and strong yerself."
 
 CURRENCY REGULATIONS
 
 In order to pay back the federal deficit, new sources of funding must be found. One way is to restructure the US currency system in a manner more in keeping with the traditional pioneer values that made this country great. In this spirit, the Lutheran Party recommends that the new value of the US dollar be based on that of sod. This would not only immortalize the numerous sod homes that once dotted the Prairie, but would also act as an incentive for people to keep their lawns properly cared for so as to protect their investment. We also propose that new coins bearing the likenesses of long dead Danish and Norwegian Kings actually be made of sod; as the sod's natural mottled green color would most likely better represent these Kings' natural appearance.
 
 THE ENVIRONMENT
 
 One of the Lutheran Party's prime environmental goals is to inform the country that Lutefisk is actually not a toxic waste, and can in fact be eaten. In order to do this, we propose creating a new character: LeRoy the Lutefisk who will resemble a talking cod soaked in lye (actually a cartoon cod soaked in cartoon lye) and will say things like "Give a hoot, eat yer Lute" or "Der's no risk in Lutefisk". If this doesn't work, our new president will begin making speeches at Rotary Club gatherings about how Lutefisk tastes even better than sod. (See Currency Regulations.)

Australian Gun Law Update

Hi Yanks, I thought you all would like to see the real 
figures from Down Under. 
It has now been 12 months since gun owners in Australia were forced by a new law to 
surrender 640,381 personal firearms to be destroyed by our own 
government, a program costing Australia taxpayers 
more than $500 million dollars. 

 


The first year results are now in: 
Australia-wide, homicides are up 6.2 percent, 
Australia-wide, assaults are up 9.6 percent; 
Australia-wide, armed robberies are up 44 percent (yes, 44 percent)! 
In the state of Victoria..... 
lone, homicides with firearms are now up 300 percent.(Note that 
while the law-abiding citizens turned them in, the criminals did not 
and criminals still possess their guns!) 
While figures over the previous 25 years showed a steady 
decrease in armed robbery with firearms, this has changed drastically upward in the past 12 months, since the criminals now are guaranteed that their prey is unarmed.There has also been a dramatic increase in break-ins and assaults of the elderly, while the resident is at home. 

 


Australian politicians are at a loss to explain how public 
safety has decreased, after such monumental effort and expense was expended in 'successfully ridding Australian society of guns....' You won't see this on the American evening news or hear your governor or members of the State Assembly disseminating this information.

 


The Australian experience speaks for itself. Guns in the 
hands of honest citizens save lives and property and, yes, gun-control laws affect only the law-abiding citizens. 
Take note Americans, before it's too late! 
Will you be one of the sheep to turn yours in? 
WHY? You will need it.
