Mando Único of Morelos: Organization That Most Violates Human Rights

Posted: 01 Nov 2015 08:57 PM PST

By: José Carlos Moreno | Translated by Valor for Borderland Beat

October 8, 2015— Just two days ago in Cuernavaca, the Human Rights Commission of the State of Morelos (CDHEM) stated that the figure of the Mando Único in the state, relentlessly pushed by the state government despite its low popularity- according to a survey during the past two weeks in all the municipalities of Morelos, which yesterday revealed the results indicating that only 1% of respondents approved the continuation of the measure while 99% condemn it, is the body that most violates human rights in the state.

(Valor: Mando Único (Single Command) is the unifying of municipal and state forces.)

This was expressed by the president of the CDHEM, Lucero Ivonne Benítez Villaseñor, who noted that the Mando Único is the protagonist of most complaints filed by citizens to the institution in charge, which are mostly related to the violation of due process, emphasizing arbitrary arrests, torture during detention, and the fabrication of guilt, and even some police members have complained about money quotas imposed on them by their superiors.

The president of the CDHEM delivered a report with all the information to the local congress where it was brought to the Commissioner of Public Security, Jesús Alberto Capella Ibarra, at a conference described by some media as evasive, and even ridiculous at times, because in it the commissioner said that the idea of insecurity in the state is mostly bad “perception” of the citizens, because, according to him, violence has decreased and it takes quite some time for this public perception to be corrected.

However, the numbers contradict the version of the report of Commissioner Capella and exposes another reality: in the first eight months of this year, there have been 17 cases of torture (just over two cases per month), while in 2014, the figure for the same type of violation was 12, or an increase of 30% in a few months.  It also states that from 2014 to date, complaints from citizens accumulate to a total of 450.

It should be recalled that already in the public, some elements of this figure monopoly of authority has shown its procedures with members of the public, including its treatment of students from UAEM (Autonomous University of the State of Morelos) with aiming weapons at them for distributing flyers with political content.  The case of a denunciation of the murder of a young student just over a month ago should also be recalled, a sordid case that exposed the misrepresentation of factual information, concealing and holding it, as well as negligence in the investigation process, according to the same denunciation.

Journalism and its freedom of expression in the state has also suffered by the Mando Único and its repressive measures, since several cases of journalists from the most contested violation reported in the report, arbitrary detention; 146 incidents were reported in 2014 and 93 so far in 2015 of this particular form of human rights violation by the Mando Único, and to top it off, cases of burglary, theft, unlawful exercise of public function, and injuries.

Since it was approved as a proposal during the former administration to the current governor Graco Ramírez, the extent of the Mando Único was questioned, but the PRD member applied it the same, and from January 2013 to date, disapproval has registered and reluctance to approve this figure that is the majority in the state councilors, beginning and openly promoted by Cuauhtémoc Blanco, Municipal President of Cuernavaca by the PRD, who at the time mentioned this: “Unfortunately we are first in crimes.  The Mando Único doesn’t work.  (If it worked) things wouldn’t be as they are in Cuernavaca.  It hurts to know that we are the first in crimes.  I find it an injustice that they are going into the homes of the elderly; I find it an injustice that they are robbing people.”

Other mayors have said that the hoarding of resources (approximately 400 million at the time) granted in order to run the Mando Único, creates an economic vacuum for the municipalities and that this, combined with the same impairment of the organization, is what causes their rejection of it.  Consequently, they have also come to express their fear of reprisals for their position of rejecting the figure, by the aforementioned Security Commissioner, Jesús Alberto Capella Ibarra, because intimidation has existed towards mayors who have not wanted to join the Mando Único.

Father of Ayotzinapa Normalista honors his son by running in NY marathon

Posted: 01 Nov 2015 04:15 PM PST

Lucio R. Borderland Beat

The massive New York marathon kicked off today with one of the 50,000 participants being a heart broken father, running in honor of his son.

In 2001, José Antonio Tizapa, left his native state of Guerrero in hopes of making it to the United States to secure a job to support his family.  At the time, the father of three was 33 years old when he left to the U.S. without the benefit of documentation.

One of his three children, only 5 years old when Jose left Mexico,  his son Jorge Antonio Tizapa Legideño.  The father says despite the distance from NY where he settled, and Guerrero, he was able to keep in close contact with his son, thanks to the technology of today.

Jose was very proud of his son, who he says was studying to become a rural teacher, he was a student teacher, “a normalista”, who a year ago was attempting to decide, if he was going to remain in Ayotzinapa, Guerrero, or transfer to the State of Mexico.

Jose recalls that on the night of September 26th, 2014, he sent an electronic message to his son, but received no reply. He says that drew concern as he knew his son was travelling to Mexico City to protest against the lack of funds the schools were promised and never given.

Later, his daughter telephoned Jose to tell him of the deadly attack against the normalistas as they
Shirt reads;
Your Son is My Son, and
My Son is Your Son" Ayotzinapa 43
 traveled through Iguala, Guerrero.

“That’s when I knew something very bad had happened,  I felt powerless because I couldn’t do anything about it.”

José began his life in New York as a construction helper, who became a plumber and lives in Brooklyn.

He proudly points to the relentless determination of his wife Hilda, who, last February, with the support of NGO’s and Non Profit Orgs,  was able to travel to the UN Office in Geneva Switzerland.

She spoke to the Committee on Enforced Disappearances, asking them  to investigate the ex-governor of Guerrero, Ángel Aguirre,  and the negligence of the Mexican government in prosecuting  the former mayor of Iguala, Jose Luis Abarca, for their role in the killings and disappearance of the 49 on the night of September 26.

She and the Guerrero delegation explained how for two years people of Guerrero had traveled to D.F. asking for help of the federal government in the killings and disappearances in Guerrero, and that the feds had directed them back to Guerrero saying “it is a state and municipal problem.”

Jose said of the Switzerland trip, “my child’s mother is the one standing tall for justice, the impunity of the powerful is simply incomprehensible”.

The father says the last time he had a conversation with his son was on the 23rd.   “I like to run, so I sent him some pictures, telling him: Son, I’m going to run this 5-mile section. That was when a  marathon coming up,”

“I told him: ‘When I’m done, I will send you pictures."
Hilda on left

“I want them to bring back my child. Many people say that the kids are dead, but we do not see it this way,” said the anguished father, who pointed out that the students were neither activists or opponents. “The Ayotzinapa school receives few subsidies, that’s what prompted them to put pressure on the government,” he said.

The father, has also participated in many demonstrations organized in New York in solidarity with the struggle of his wife Hilda and other Guerrero parents.

In the photo at top,  Jose is with athlete Miguel Castro, who with Jose organized the  “Ayotzinapa 43×43”: a 43-mile run between New Jersey, and New York.

“At this finish line, there were no trophies, “said Castro.  “It’s was a nameless, silent run that symbolizes México’s pain.”

“No parent can endure the pain of months of uncertainty, not knowing what happened to your child, the rage and frustration of living in Mexico, a country of so much injustice”.
Hilda at home where she raised her three children
The real hero of this story, Jorge’s mother Hilda

I would be remiss if I did not acknowledge the true and tireless hero of this story, Hilda Ledigeno, mother of Jorge, and the wife left behind to raise three children 14 years ago.

It is she who struggled against poverty and racism in Guerrero, a state which I know well and one of the southern states in which people struggle the most, with little help from any level of government.

It is far and away from Brooklyn New York.

Perhaps it is unfair to judge, and certainly I have no inside knowledge of the personal story of this family.  But I have been up close and personal to dozens of families living the story of dad leaving Guerrero, or Michoacán and travel north for jobs, with a plan of sending money back south to their families, and one day returning to Mexico.   And sometimes this does happen.

But often the father assimilates to life in the U.S., acquires a new "wife" and family, discontinues sending support and closes the chapter of his life in Mexico.

I am not saying that is what has happened in this story. And obviously Jose remains close to his children, but it is what kept nagging at my mind when writing this story.  I see Hilda’s humble home with cooking facilities outdoors, and it is Déjà vu for me, having just visited Guerrero and the very cities highlighted in the story of the normalistas.  Seeing how many fatherless homes, mothers struggling, working wherever work can be found,  for dismal pay, when the money from up north stops.

Those “fatherless” sons are not unlike the fatherless children of the U.S.  “Idle hands are the devils workshop” as the old proverb says.  It is an easy walk to the life of crime for children in these circumstances.

Hilda parented well, her children cared about education and making a difference.  All the texts, skypes, snapchats in the world never replaces a hands on parent.

I will say, at least Jose kept a connection to his children, but he is not the hero of this story, it is all about Hilda.

Member of musical group killed in Sinaloa

Posted: 01 Nov 2015 10:26 AM PST

A member of a musical group called The Cardinals of Sinaloa was executed by armed men.

According to the first police reports, the victim was traveling with his companions from the Tatemas, Sinaloa town when they were intercepted by an armed group. The musical group were allegedly returning from a fifteen year old party.

The subjects forced the accordionist out of the car, identified as Marcos Felix Bojorquez, 30, and shot him dead.

The assailants forced the rest of the musicians to go on their way and then they left the body of the victim on a breach.

According to the newspaper El Debate, at 8:30 am agents of the Municipal Police arrived at the crime scene.

The musician's body was located eight kilometers from Sinaloa de Leyva, on a dirt road, face up and at first sight at least nine bullet wounds can be seen in the chest.

The newspaper reported that next to the musician's hat on his right hand next to his had a was a rope with which he was tied, to stop any resistance. Bojorquez was wearing a red uniform, black boots and hat.

The experts also located six R-15 rifle shells and three AK-47.

The body was taken by a funeral home and transferred to Guasave where he underwent the necropsy.

Lazy Gun? ...

Today I swung my front door wide open and placed my Remington 30.06 on the deck rail. I left six cartridges beside it, then left it alone and went about my business. While I was gone, the mailman delivered my mail, my neighbor across the street mowed the yard, a girl walked her dog down the street, and quite a few cars stopped at the stop sign near the front of my house. After about an hour, I checked on the gun. It was still sitting there, right where I had left it.  It hadn't moved itself off the deck rail. It hadn't killed anyone, even with the numerous opportunities it had presented to do so. In fact, it hadn't even loaded itself.

You can imagine my surprise, with all the hype by the Left and the Media about how dangerous guns are and how they kill people. Either the media is wrong or I'm in possession of the laziest gun in the world.

The United States is third in murders throughout the World. But if you take out just four cities:Chicago, Detroit, Washington DC and New Orleans, the United States is fourth from the bottom, in the entire world, for murders.

These four Cities also have the toughest Gun Control Laws in the U.S.

All four of these cities are CONTROLLED BY DEMOCRATS

It would be absurd to draw any conclusions from this data - correct? Well, I'm off to check on my spoons. I hear they're making people fat.

DUPLICITOUS BASTARDS IN THE SENATE PASS BI-PARTISAN BUDGET ACT OF 2015 BILL AT 3 A.M..WE HAVE LOST THE WAR WHEN LAWYERS ARE INVOLVED IN COMBAT MISSIONS ...

One Citizen Speaking...

DUPLICITOUS BASTARDS IN THE SENATE PASS BI-PARTISAN BUDGET ACT OF 2015 BILL AT 3 A.M.

Posted: 30 Oct 2015 03:23 AM PDT

In the dark of night, once again the corrupt and lying Senators from both parties have perpetrated a fraud upon the American people …

  1. Remember all those promises to reduce spending and curb waste, fraud, and abuse – they were lies.
  2. Remember all those months when the Senators did little or nothing with the budget, thus creating an artificial “do or die” deadline that provided cover for all of the spending they secretly plan to divvy up amongst themselves – that is fraud.
  3. And, let us not forget the President who holds Congress hostage with the threat of vetoing the bill and disrupting the government and funding for critical programs such as the entitlements and the military – that is coercion and extortion.

They do this year-after-year, hiding in the dark of night to pass bills that nobody fully reads nor understands.

In this case the 144-page $80 billion spending bill known as the Bipartisan Budget Act of 2015 was written late Monday, October 26, 2015 and the final Senate vote (64-35) came at 3 a.m. Friday, October 30, 2015. Insuring that Obama’s programs are funded until he leaves office.

As for fiscal prudence, this bill includes $40 billion in NEW spending for 2016 and 2017.

The vote details will be published here as soon as they are available so you can see how your Senator voted.

Bottom line …

A financial crime against the American people and there are few willing to hold the culprits accountable for stealing money from “We the People.”

WE HAVE LOST THE WAR WHEN LAWYERS ARE INVOLVED IN COMBAT MISSIONS

Posted: 28 Oct 2015 03:47 PM PDT

There is an old saying that lawyers are only good for three things: delaying decision you do not want to make, providing a reasonable explanation for a questionable action, and shifting the embarrassment of a failure. They are not impartial arbiters, but advocates for those who pay them  -- hence the ability to switch sides at a moment’s notice.

In the case of federal lawyers, they are not responsible to their nation, “we the people,” but to their political overlords, making their findings and decisions suspect.

And, in the case of combat, any decision that needs to be considered and vetted by an attorney, means that someone has screwed the pooch and forgotten that war is about killing people and breaking things until you have achieved a decisive victory over your enemy. One that makes them incapable of further aggression, terrorism, or stealth political action.

Only a feckless and incompetent pussy like President Barack Obama would need to consult a lawyer to set the stage to kill or capture the man most responsible for the 9/11 terrorist attack – an act of war against the United States.

Creating four targets for al Qaeda … [my comments in bracketed blue italics]

How 4 Federal Lawyers Paved the Way to Kill Osama bin Laden

Weeks before President Obama ordered the raid on Osama bin Laden’s compound in May 2011, four administration lawyers developed rationales intended to overcome any legal obstacles — and made it all but inevitable that Navy SEALs would kill the fugitive Qaeda leader, not capture him.

Stretching sparse precedents, the lawyers worked in intense secrecy. Fearing leaks, the White House would not let them consult aides or even the administration’s top lawyer, Attorney General Eric H. Holder Jr. They did their own research, wrote memos on highly secure laptops and traded drafts hand-delivered by trusted couriers.

targets

[Does anyone else note the absolute stupidity of the New York Times in naming the lawyers involved – pictures included -- thus putting their lives at risk from retaliation for their part in sanctioning the killing of the al Qaeda leader?]

Just days before the raid, the lawyers drafted five secret memos so that if pressed later, they could prove they were not inventing after-the-fact reasons for having blessed it. “We should memorialize our rationales because we may be called upon to explain our legal conclusions, particularly if the operation goes terribly badly,” said Stephen W. Preston, the C.I.A.’s general counsel, according to officials familiar with the internal deliberations.

[Perfect, like any other corporate villain, President Obama wanted to cover his ass should things go bad and interfere with his domestic political agenda of getting re-elected and fundamentally transforming America. The same reason generally given by those who reported that Valerie Jarrett scrubbed previous missions to kill or capture bin Laden.]

While the Bin Laden operation has been much scrutinized, the story of how a tiny team of government lawyers helped shape and justify Mr. Obama’s high-stakes decision has not been previously told. The group worked as military and intelligence officials conducted a parallel effort to explore options and prepare members of SEAL Team 6 for the possible mission.

[In retrospect, it is apparent that the high-stakes mentioned do not refer to the loss of American lives in a failed mission, but the reputational damage that would be suffered by Obama and his cadre of military-hating progressives should the mission fail and the men and materiel be captured and displayed on the world stage.

There is absolutely no justification for revealing the details of the mission, the combatants involved, and the people who provided mission support. But, then again, there was the Obama Administration leaking details to Hollywood for the sole purpose of glorifying Barack Obama’s”heroic” decision to kill bin Laden – something that would have given little or no pause to former presidents like John Kennedy, Lyndon Johnson, Ronald Reagan, or the Bushes. Making the decision was not heroic and the use of lawyers to justify the action proves just how cowardly Obama really is when called to action.]

The legal analysis offered the administration wide flexibility to send ground forces onto Pakistani soil without the country’s consent, to explicitly authorize a lethal mission, to delay telling Congress until afterward, and to bury a wartime enemy at sea. By the end, one official said, the lawyers concluded that there was “clear and ample authority for the use of lethal force under U.S. and international law.”

[Pakistan was harboring a high-level war criminal and should have been sanctioned for their duplicity. Unfortunately, their sole strategic importance is that they are a Muslim nation with nuclear weapons. One owing their existence to the fact that their sworn enemy is India and not Israel. And, by definition, any action against our enemies should be a lethal one.

As for burying a wartime enemy at sea, the fact that bin Laden was given a respectful religious military funeral is abhorrent to me when there are American citizens that were vaporized and no funerals possible. Then there is the question of why the details were not released that would prove beyond a shadow of a doubt that it was bin Laden that was killed. Personally, he should have been buried wrapped in such a manner as to deny him any heavenly reward and as a message to our enemies.]

Some legal scholars later raised objections, but criticism was muted after the successful operation. The administration lawyers, however, did not know at the time how events would play out, and they faced the “unenviable task” of “resolving a cluster of sensitive legal issues without any consultation with colleagues,” said Robert M. Chesney, a law professor at the University of Texas at Austin who worked on a Justice Department detainee policy task force in 2009.

[Lawyers have already been responsible for the deaths of numerous Americans who were hobbled by restrictive rules of engagement that favored our enemies and disadvantaged American combat personnel. All to insure that the optics of war were not creating a public relations nightmare for the pussified Obama Administration. The old soldier’s saying: “kill ‘em all and let God sort them out,” seems to work well with the Islamic enemy we face. Because those who do not directly want to kill us, openly fete those that do, or pray that all infidels are expunged from the Earth.]

“The proposed raid required answers to many hard legal questions, some of which were entirely novel despite a decade’s worth of conflict with Al Qaeda,” Mr. Chesney said.

[There is nothing new and novel about war, the need to kill our enemies and break their infrastructure. What is novel appears to be the cowards in the White House who refused to go to Congress as required and to cover their sorry collective asses if the mission failed.]

The officials described the secret legal deliberations and memos for a forthcoming book on national security legal policy under Mr. Obama. Most spoke on the condition of anonymity because the talks were confidential.

[The truth emerges … either the administration is seeking cover prior to the publication of this book or they are seeking to glorify the lawyers – including the so-called “constitutional scholar” President Barack Obama.]

Read the rest of the story at: How 4 Federal Lawyers Paved the Way to Kill Osama bin Laden - The New York Times

Bottom line …

Like most things coming from the progressive New York Times and the White House, one must ask, it this the truth or another example of the smoke and mirrors used to conceal the fact that President Obama is perhaps the worst President of modern times – even worse than former President Jimmy Carter, the father of Islamo-fascism – and that this White House is the least transparent and most corrupt administrating in history.

You cannot trust the progressive socialist democrats to protect America or ALL Americans. The fact that the democrats would run a corrupt, lying, military-hating wench like Hillary Clinton is proof positive that they have become the neo-communist party of the United States of America.

Remember the safety and security of yourself, your family, your community, and your nation when you vote. And, the fact that the progressive socialist democrats want to disarm you and create an even bigger pool of potential victims for the enemies we are directly importing from the battlefield.

We are so screwed.

Iran's New Palestinian Terror Group: Al-Sabireen...

Gatestone Institute

Iran's New Palestinian Terror Group: Al-Sabireen

by Khaled Abu Toameh  •  October 28, 2015 at 5:00 am

  • The Iranians are also believed to have supplied their new terrorist group in the Gaza Strip with Grad and Fajr missiles that are capable of reaching Tel Aviv.

  • The leader of Al-Sabireen, Hisham Salem, is a former commander of Palestinian Islamic Jihad in the Gaza Strip. His activities and rhetoric have worried many in Hamas and Palestinian Islamic Jihad, who fear that his group is beginning to attract many of their followers.

  • Salem has been accused by many Palestinians of helping Iran spread Shia Islam inside the Gaza Strip, where all Muslims belong to the rival Sunni denomination.

  • This, of course, is bad news for [Palestinian President Mahmoud] Abbas, who is now watching as many of his former loyalists have become on Iran's payroll and are sharing its radical ideology.

  • Many Palestinians and Arabs in the region are already voicing concern. The last thing Abbas, Egypt's President Sisi and Jordan's King Abdullah need is another Iranian terror group such as Hezbollah in the Middle East.

  • It now remains to be seen whether the Obama Administration and other Western powers will wake up and realize that the Iranians are continuing to fool them, not only regarding Tehran's nuclear program, but also concerning its territorial ambitions in the Middle East.

  • Unless the U.S. and Western powers realize that Iran remains a major threat to world peace, Al-Sabireen and other terrorist groups will one day manage to establish a UN-recognized Palestinian state that would pose an existential threat to Israel and destabilize the entire Middle East.

Al-Sabireen commander Ahmed Sharif Al-Sarhi (left) was responsible for a series of shooting attacks on Israel before he was fatally shot two weeks ago by IDF snipers along the border with the Gaza Strip. The Iranians are also believed to have supplied their new terrorist group in the Gaza Strip with Grad and Fajr missiles (right) that are capable of reaching Tel Aviv.

The nuclear deal between Iran and the world powers has paved the way for the Iranians to resume their efforts to spread their influence throughout the Middle East.

As the Obama Administration and the rest of the international community choose to look the other way, Iran evidently feels that this is the appropriate time to meddle in the internal affairs of Arabs and Muslims

Iran's main goal, from all appearances, is to dominate the entire Middle East by destroying Israel and most of the Arab and Islamic regimes that are considered too "moderate" and "pro-West." So far, thanks to the indifference of the Obama Administration and most Western countries, the Iranians seem to be marching in the right direction toward achieving their goal.
