Bar Heaven: Suspect Reveals the Tepito 13 Were Decapitated Alive Posted: 18 Sep 2013 11:48 PM PDT Borderland Beat  The 13 bodies were found on this ranch, all had been killed by decapitation and buried in shallow graves Pedro Francisco Paz Lopez, “El Mariguano”(stoner/pothead), one of the last narcomenudistas from Zona Rosa arrested by the Attorney General's Office (PGR) for his alleged involvement in the death of 13 Tepiteños kidnapped from Bar Heaven on May 26th, has given information to the PGJDF as to how the bodies were disposed. In his ministerial statement, the alleged offender belonging to the criminal organization of La Union, said that the Tepito youth were killed immediately after they were kidnapped from the Bar Heaven. According to Stoner and Pancho Pulgas (Fleas), he was responsible for the beheading with a hacksaw, one of the victims after being ordered by Joel Rodriguez Javier Fuentes, “El Javi”, his supervisor. At the Rancho La Negra Tlalmanalco, in the State of Mexico, Javi, the plaza chief of La Union Plaza Zona Rosa, and who remains at large, ordered Stoner to stay in the first chained access which is about 500 meters from the main entrance. He was ordered to monitor whether any police arrived. Stoner remained parked for two hours until a message came across his radio from Javi, who said “Stop playing and come help dude." When Stoner entered the ranch, he ran into a row of 12 bodies of young people who he had helped kidnap hours before. Only one was alive, "a chubby one, he was crying" his hands were tied. He did not know the name of the young man; he just noted he was "chubby."  Stoner says he then followed, El Javi and another subject who he identifies as Antuán, who ordered his murder. They handed him a hacksaw and asked him behead him (Chubby) and he did, he confessed in his statement. According to Paz López, El Javi, who is in his early 30’s, and whose photograph was released last Tuesday, was who led the kidnapping of the young people. Stoner is the first of those arrested in the case Heaven acknowledging their participation in the kidnapping and murder of the Tepiteños. It is not known if Stoner participated in other murders but as revealed to the authorities, he occasionally participated in beatings and kidnappings, sold cocaine and psychotropic pills and therefore received between three thousand and four thousand pesos a week. Paz Lopez was arrested last week at a bar blocks from Heaven, in the Zona Rosa and is now waiting to be processed, in the center of the PGJDF ,like Jonathan Robles Gonzalez, “The Jonhy”, and Fernando Fernandez Sanchez, “The Fish”, also alleged perpetrators of the multiple murders. The three were arrested last week by members of the Attorney General's Office (PGR) a few blocks from Heaven, and they were delivered on Thursday September 12th to the Attorney General of the Federal District (PGJDF) who is handling the case. Miguel Angel Mancera, the head of government of the Federal District, announced that there are still additional suspects to capture. "What are we missing? We still have other suspects that are likely responsible, they are working on their locations, obviously, to be apprehended and submitted to the authority. "With that the case of Bar Heaven, is closed?” asked a reporter. “Well no, because the process is still a criminal process and will still take some time" he said in interview for MVS News first broadcast.  The abduction and murder of 13 young subtracted from the bar Heaven, on May 26, the city authorities have processed six people and seven more are detained, waiting for the defining of their legal status.. On Sunday August 25 Criminal Judge issued a formal arrest Aiza Jose de Jesus Carmona, 32, and Ricardo Antonio Méndez Muñoz, “The Fly”, 29, allegedly responsible for the crime of aggravated kidnapping. According to witnesses, The Fly was seen in the vicinity of Heaven, the day of the disappearance of the young. Both are being held in the prison of Santa Martha, like Ernesto Espinosa Lobo, “the Wolf”, and Mario Alberto Rodriguez Ledesma, Heaven partners and Ilizaliturri Gabriel Carrasco, head of security at the bar, Henonet Estuard and Andres Gonzalez, who served as a driver. Also, is still serving a restriction order is Victor Manuel Aguilera García, who revealed the location of the clandestine grave in which were found the bodies of 13 young persons kidnapped in Bar Heaven. More details on the Choix attacks Posted: 18 Sep 2013 09:00 PM PDT  Rantburg.com A total of 20 armed suspects crossed by boat to Presa de Los Leones and shot at an unarmed civilian and torched one home Monday, according to various news accounts posted in thee website of El Debate news daily. The civilian under fire fled the area and into the hill under constant small arms fire as he left. At about 1000 hrs the suspects entered the village of Tacopaco and began to fire their weapons, mostly AK-47 rifles. There they kidnapped Saul Salmeron Rabago, 57, and torched three more homes. Residents of the village, totaling about 50, reported beatings by the suspects as they moved through the area. Following the attack, the suspects withdrew towards Chihuahua state by boat. Local police were not notified of the incident until 1300 hrs. Security forces consisting of municipal police, Sinaloa state ministerial agents and army troops moved to Tacopaco. There they found two vehicles, one Jeep Cherokee SUV and one Nissan pickup truck which had been destroyed by fire. Police also found at least 19 spent cartridge casing for AK-47 rifles, but the El Debate report said many more than that number had been found. The report also said ministerial agents requests a helicopter to the area, but it never arrived. Police also went to the Presa de Luis Donaldo Colosio dam towards ejido Techobampo and evacuated 14 individuals, mostly women and children. Many more had fled into the mountains seeking refuge from marauding drug gangs. In a separate account, an unidentified dairy farmer from Choix said he came under small arms fire at around 0700 hrs, the presumed start time of the assault, and fled under constant rifle fire. He waited in the hills without food or water for several hours as he watched armed suspects move through the area. Residents of Tacopaco who also fled their village, also waited for hours until in the afternoon, with only bottled water, and with no food, when state police arrived and began evacuating them to a shelter in Choix proper, along with other local refugees. There is less violence that two or three years ago, when the dead were thing of every day and every night and where the murder of policemen reached frightening levels. But it is an off town. Navolato was a space where years the supporters of Joaquín Guzmán and the Carrillo Fuentes had lived side by side, with the Carrillo Fuentes predominant. The Municipal police was manipulated by Rodolfo Carrillo, it was he who was in the Town Hall, whether the PAN or the PRI. He personally carried out meetings with agents and commanders where he gave them instructions. He had equal power in the Ministerial police, absolutely controlled by the Carrillo Fuentes clan. The killing continued on both sides and both sicarios and police fell. On 15 June 2004 the Commander of the Ministerial police, assigned to Navolato, Sidarta Alfredo Walkinshaw Salazar, was killed, as he was in a meeting on the premises of the police headquarters. But the climactic event was the assassination of Rodolfo Carrillo that occurred on September 11, 2004 at Cinepolis Plaza. The afternoon of dogs In September 2004, more than 15 sicarios armed with AK-47s and FAL rifles killed three people in the parking lot of the Cinepolis. One of those gunned down was Rodolfo Carrillo Fuentes. Another was Giovana Quevedo Gastélum, his wife. The third death was a worker from the parking lot where the shootout occurred. In the firefight one of the bodyguards of the drug dealer was wounded, who turned out to be none other than the Commander of the Ministerial Police of State (PME), Pedro Pérez López, who the then Governor Juan S. Millán Lizárraga had authorized leave with pay, and a "good element" had publicly called him an "effective Commander", and a successful man who managed to fight organized crime. Minutes after the confrontation an intense pursuit of the assassins was generated in the nearby towns of Bacurimi, Bellavista, Culiacancito, El Tamarindo, El Pinole and El Rosal Enfermo, where in clashes, five gunmen were killed and two more were wounded and transferred to a hospital as detainees. The next day, three corpses of the alleged killers were found stacked in the bed of an armored truck in the town of Navolato. One of those executed was the former Commander of the State Ministerial police, Jesús Antonio Sánchez Verdugo. Victims, carrying magazine pouches and a fragmentation grenade, were tied hand and foot, with traces of torture and the coup de grace. The investigation of the shooting was drawn by the then Attorney for specialized investigation into organized crime (SIEDO) of the PGR. To take charge of the investigation, a group of ten agents, between members of the Federal Public Ministry (MFP) and of the Federal Intelligence Agency (AFI) arrived from Mexico City. The response of the political and social sectors of Sinaloa was immediate. The leaders of the Confederation of agricultural associations in the State of Sinaloa (Caades), Association of farmers of the Culiacán River (AARC), Cámara Nacional de Comercio (Canaco), camera national of the industry of transformation (Canacintra), the Mexican Chamber of the industry of the construction (CMIC), political parties and even the Church, through the Bishop of Culiacán, demanded the then Governor Millán stop the violence in the State. Farmers and businessmen called for dismantling, cleaning up and forming new police intelligence groups and said that if local authorities could not cope with this problem they should ask for the participation of the army. The State Board of public safety (CESP) complained publicly that their recommendations and approaches to combat insecurity had not been taken into account by the institutions responsible and criticised that the "federal Government neither sees nor listening to Sinaloa in security". In the midst of the scandal they resigned their positions of director and Deputy Director of the PME Jesus Antonio Aguilar Iñiguez and Martiniano Vizcarra Burgos, respectively. According to their statements, "not impede" investigations carried out by the PGR on the case. But the federal prosecutor's Office already was investigating alleged links between these men with drug trafficking.
Interviewed on the fact, the then Governor Millán Lizárraga said that "throughout the country is happening a rearrangement and clashes between drug traffickers, are hardened so it is without a doubt the crime of Carrillo sources will have its aftermath". And he was right. The next week they killed 16 people. It was then that thousand 200 elements of the Mexican army and Navy arrived in the city with the Mission of strengthening the measures of crime prevention. Moreover, federal security elements were investigating links with drug trafficking from the former heads of the Sinaloa police. After raiding 18 residences of Jesus Antonio Aguilar Iñiguez, in Mazatlán and Escuinapa, Culiacán, and Navolato, the PGR confirmed in a newsletter the relationship of the police chief with the criminal organization dedicated to drug trafficking led the Carrillo Fuentes brothers. Arrest warrants against Jesus Antonio Aguilar Iñiguez and Martiniano Vizcarra Burgos were issued, but they were already gone. Imitating the attitude of their leaders, 60 elements of the PME resigned and fled before the water reached their neck. With the passing of nine years, the strength of the Carrillo Fuentes brothers involved in the drug trade seems decimated. The Sinaloa Cartel, with the support of the army and the Federal Police, took the Juárez plaza under the rule of Felipe Calderón. Its leader, Vicente Carrillo, seems to have lost control of the operations of the cartel and among the names which the PGR has released as successors of the Viceroy, is Julio César Carrillo Leyva, son of the Lord of the skies.
